Bug#832151: tomcat8: please provide a systemd service file

Tomcat 8 provides support for sysV init systems but no native support
for systemd (service file). This bug is not directly related to
#819064 but after migrating /etc/init.d/tomcat8 to a service file the
latter could be improved to support the scenario outlined in #819064.
The bug could be resolved by a so called template unit file which allows
users to run multiple instances of a server.
