Yes, this was with locally rebuilt packages - sorry I neglected to
check against a vanilla pbuilder chroot, I was assuming all these
would be reproducible now since the new upload of velocity with
reduced dependencies.  But in this case, it looks like the difference
is that my locally rebuilt version of libsisu-plexus-java depends on
libplexus-component-annotations-java instead of
libplexus-containers1.5-java.

So, feel free to downgrade the severity.
