Permission on Moving icu4j to Git?

Hi,

I am moving it. I can see the Vcs-Git and Vcs-Browser sections in
d/control so I believe I am simply doing what you have not finished.

Thykier's name is already removed from Uploaders, don't worry. Thank you!
