Bug#837489: Only a binNMU is required

Control: retitle -1 antlr needs PIE binNMU

A binNMU is sufficient to fix this, and already requested.

Policy does not permit building normal static libraries with PIC unless
there is a special reason hat has been discussed on debian-devel.
