Bug#842706: solr-jetty: packaged version is ancient

I made an attempt to package a newer version of Solr last December, but it
got bogged down by a combination of missing dependencies and problems
related to Maven that I wasn't able to troubleshoot with my limited Java
packaging experience. I've published works in progress here:

   - https://github.com/sruggier/debian-morfologik-stemming
   - https://github.com/sruggier/debian-spatial4j
   - https://github.com/sruggier/debian-solr

I'd welcome anyone who wants to either take these over, or help
troubleshoot the dependency problems I was having.
