Hi,

Although the Debian package doesn't provide everything found in the
upstream jacoco distribution, that doesn't mean that it is unusable.  As
Kai-Chung Yan mentioned, it is being used as a build dependency:

$ reverse-depends -b libjacoco-java
Reverse-Build-Depends
=====================
* android-platform-tools-base

And as a runtime dependency:

$ reverse-depends libjacoco-java
Reverse-Depends
===============
* libgradle-android-plugin-java

Therefore, I don't believe the severity of the bug should be increased.
Instead, I think it should be a wishlist bug against src:jacoco to
deliver the additional component(s).  Identifying the necessary reverse
dependencies needed to compile additional jacoco artifacts and filing
wishlist bugs for those packages is also helpful.
