Bug#905357: jaxb: Install the xjc and schemagen command line tools

JAXB has been removed from the JDK in Java 11, and the two related
command line tools xjc and schemagen are no longer available.
These tools are available in the src:jaxb package but aren't installed
yet. It would be nice to provide them in a new jaxb binary package,
with the man pages salvaged from OpenJDK 10 and the proper alternatives
to continue supporting the /usr/bin/ shortcuts.
