Hi,

adding the dependency to libpostgresql-jdbc-java is not the correct
solution because when used as JDBC driver at runtime, where
applications load the .jar file as plugin, things just work fine.
/usr/share/java/postgresql.jar bundles the scram class.

I wonder if adding a libpostgresql-jdbc-java-dev package that depends
on libscram-java would be the correct solution, but that's out of line
with how the rest of the Java packages work.
