Because there is a general license file for the whole package. this
license file claims it would be the Apache 2.0.

I looked deeper into the file
jax-maven-plugin-test/src/main/jaxb/kml-2-2/xsd/ogckml22.xsd and found
this link http://www.opengis.net/kml/2.2 and this website.

https://www.opengeospatial.org/ogc/legal/

There I found the hint that his license isn't dfsg-conform because of
the restrictions of usage.

I will do some more checks whether I remove the whole tests part from
the source package or only this file. All tree files Thorsten mentioned
are part of the tests.

Is it necessary and useful to fill an issue against the upstream project
related to this file
jax-maven-plugin-test/src/main/jaxb/kml-2-2/xsd/ogckml22.xsd.
