I consider this still release-critical because if you switch to level 12
you want to use just debhelper-compat = 12 in debian/control and remove
debian/compat, otherwise you could just stay at level 11. This affects
all Java packages that depend on this kind of functionality and I
believe a lot more people will encounter this bug. Not really something
you want to marginalize.
