Bug#977981: jruby should probably not have /usr/lib/ruby/vendor_ruby in its LOAD_PATH

Dear maintainers,
The current version of jruby in Debian is compatible with ruby 2.3,
while Debian runs ruby 2.7. This means a lot of the ruby gems packaged
in Debian will not work with jruby.
A good example of this is bug #977979.
Worse, this cannot simply be fixed by updating to the latest upstream
version, as it currently only supports ruby 2.5. Apparently, the ruby
team plans to move to 3.x after Bullseye. I don't think it's realistic
to think jruby can keep up with the ruby version in Debian.
It is my opinion /usr/lib/ruby/vendor_ruby should probably not be added
to the jruby LOAD_PATH, as it is currently done via path
0007-Add-usr-lib-ruby-vendor-ruby-to-load-path.
