* What led up to the situation?
the debian provided tomcat9 package (version 9.0.37-1) has a problem. 9.0.36 worked fine, but in 9.0.37
the tomcat developers (upstream) started to use the -includepackage instruction, which is only found in
bnd starting with version 4.x . - the official tomcat build script downloads the bnd 5.1.1 jar, which works
fine.

ineffective)?

using the old bnd version breaks the compile because it silently filters out classes of the generated jar files.
