reproducible-builds.org in the first build (and apparently Ritesh)
are building in a non-UTF-8 locale.

The buildds are building in an UTF-8 locale.

I'm closing this bug with correct version information,
so that the BTS knows this is a bug in bullseye that
is fixed in sid.
