Bug#1057513: kotlin FTBFS issues fixed

Hi,

I've created a MR to fix several issues that prevented Kotlin from 
rebuilding itself:

Tested:
- 1st build rebuilds itself
- 2nd build rebuilds itself
- 3rd build rebuilds itself and converges.

The workaround is temporary and should be removed once the rebuilt 
package is uploaded and installed:
https://salsa.debian.org/java-team/kotlin/-/merge_requests/20

Tested:
- 1st build from above builds the package with the workaround reverted
- 2nd build rebuilds itself
- 3rd build rebuilds itself and converges.
