Hello. I really don't think this is suitable for release.
This is why:

Build statistics in reproducible-builds:

Failure rate: 100% (36 failures from 36 tries).

My own build statistics:

Failure rate on machines with 1 CPU: 100% (13 failures from 13 tries)
Failure rate on machines with 2 CPUs: 65% (21 failures from 32 tries)

In the official buildds there is only a single build, I don't think
we can make a meaningful statistics from that.

My offer for a VM to reproduce this still holds, but given that
on systems with 1 CPU the failure rate seems to be 100%, I suggest
that you try GRUB_CMDLINE_LINUX="nr_cpus=1" first.
