A bug has been introduced upstream recently, in 47.7.4, which results in 
a FTBFS issue for PuppetDB:

org.postgresql.util.PSQLException: Unable to convert bytea parameter at 
position 1 to literal

This bug has been reported upstream at: 
https://github.com/pgjdbc/pgjdbc/issues/3365

Would it be possible to rollback the package to 47.7.3, which doesn't 
cause the failure? Or review and adopt the fix proposed in upstream's PR?
