Bug#1099125: Builds with bad Maven tag 2.4.0.0-SNAPSHOT

This causes its reverse build dependencies like libowasp-encoder-java to
generate a dependency on package version 2.4.0.0-SNAPSHOT, which can't be
fulfilled, since the available version is 2.4.0.0-2

I believe the attached patch should fix this.
