(:facepalm:) I had DEB_BUILD_OPTIONS=nocheck buried in my sbuild conf
from a previous experiment.

(/me mumbles something about it would be nice to be able to pass an
environment without changing the config.  Going forward I will keep a
clean sbuild config for default builds and start using SBUILD_CONFIG
when needed.)

The failure is reproducible.  Thank you for bisecting.  That
libspock-java update appears to be the key.
