Bug#1099970: libformula: please drop usage of deprecated ant.mk CDBS helper

In the end I copied over the 1 verly long line of code generated by CDBS

The rest of the build relies on DebHelper / JavaHelper

The resulting libformula-java is identical and the doc package
functionally identical.
(I tested the javascript feature in a browser)
