Bug#1143583: tomcat11 complains about old Apache Tomcat Native library

Dear Java Maintainers,

(Actually, I think this bug(s) should be reassigned to tomcat-native)

A similar error to #1038204 happens with tomcat11 on trixie:

    04-Aug-2026 13:32:48.301 SEVERE [main]
    org.apache.catalina.core.AprLifecycleListener.init An incompatible
    version [1.3.1] of the Apache Tomcat Native library is installed, while
    Tomcat requires at least version [1.3.4] of Tomcat Native 1.x

This is with:

ii  libtcnative-1:amd64 1.3.1-1+b1        amd64        Tomcat native library using the Apache Portable Runtime
ii  tomcat11            11.0.22-1~deb13u1 all          Apache Tomcat 11 - Servlet and JSP engine

I'm planning to prepare a tomcat-native (1.3.x) update for trixie and
bookworm.  Please, let me know if you have any objection to that.
Latest upstream version is 1.3.8 (which was not packaged in unstable).
Please let me know if you would prefer to have 1.3.7 instead, since it
benefited from some exposure in testing.

I would also like to note that bullseye has 1.2.26+really1.3.7-1, and
has this on the changelog:

    Backport 1.3.7 to bullseye in order to fix the compatibility issues with
    Tomcat 9.

So, right now, there is a dist-upgrade regression from bullseye to
bookworm.
