Dear Maintainer,

The CMake package config in libphonenumber-dev is currently broken because it checks if static libraries are installed that are not included in the debian packages (see debian/not-installed). To solve this, the project could be built with -DBUILD_STATIC_LIB=OFF or the static libs could be included in the debian packages.

Reproducer:

cmake_minimum_required(VERSION 3.16)
project(test CXX)
find_package(libphonenumber REQUIRED)
