This does not happen anymore and it was a bug in kotlin:

bisection finished successfully
  last bad timestamp: 20260708T082311Z
  first good timestamp: 20260708T142341Z
only one package differs: kotlin 1.3.31+ds1-3 -> 1.3.31+ds1-4

(Additionally, kotlin itself builds ok again)
