Did you try with the upstream distribution of Jetty 12?

I don't think annotation parsing is disabled by default. If I understand
well the annotation parsing module is a dependency of the jsp module
which is enabled by default, so it should work.

I'm pretty sure the missing dependency was the issue for #1129638. If
not it can be reopened.
