Bug#1147315: jssc FTCBFS: multiple reasons

jssc fails to cross build from source for two distinct reasons. It
Build-Depends on plain "default-jdk" and therefore gets a host
architecture toolchain. Typically a native JDK is needed. A host JRE is
rarely needed. Once changing this, the C++ build fails as it uses the
build architecture compiler. In that place, a host architecture compiler
is needed and dpkg's buildtools.mk is the easiest way to get one. Please
consider applying the attached patch.
