      Added code to force shadow repaint in IE, so that filter is repainted in IE7, IE8 [fix bug 2490403] This change was required, to go along with the fix for bug 2334355. Also, added underlay property to Tooltip, to hold shadow element, so that ContainerEffect.FADE works correctly to fix multiple IE filter application bug in IE6, IE7, IE8
