[Pkg-javascript-devel] Bug#496259: javascript-common: please move "apache2 | httpd" from Recommends to Suggests

Packages from Recommends field are installed by default now so if one 
wants to install any Python library that has documentation generated
with Sphinx, APT will install Apache as well. http server is not really
needed to browse static HTML files, so this dependency should be moved
to Suggests, IMHO.
