I don't care, that's something you have to find out or remove it. It is not 
DFSG-free.

No, the problem is in both packages. If the libjs-yui maintainers fix it then 
you could use the same solution, but your package is as faulty as theirs. You 
can fix otrs2 by dropping the file from the tarball.
