There's a failing test on ARM in libv8 3.0, unfortunately the fix is
hard to backport from 3.1.
Best solution is to push 3.1 to unstable, forgetting 3.0 (there are no
API changes in between, see [0]), and moving experimental to 3.2.
I can quickly prepare those.
