I am confused about what it is you are asking.

Do you develop imagemagick, or the Debian _packaging_ of imagemagick?

Do you request help packaging jquery.fancybox yourself, or do you 
request that it be pacakges by someone else?

Starting point no matter what is to file an RFP/ITP bugreport, but next 
steps depends on clarifications of above. :-)
