The upstream bug reports are a muddle.
. http://crbug.com/73983 ("[Regression] Date.getTimezoneOffset
returns 0 inside sandbox" explains the symptoms well. I wonder if
it would be possible to trigger this in nodejs to see if it's a
libv8 problem or chromium-specific?
. http://crbug.com/16800 is fascinating, has similar symptoms,
but seems to have already been fixed elsewhere.
. http://crbug.com/17535 is ancient but recent comments explain
the workaround you mentioned.
