For packages already in testing, uploading to unstable during freeze 
should be treated somewhat like uploading to stable-proposed-updates 
(which for me means "uhm, more careful and asking first or something, 
but exactly how I am not sure"...).

For packages that have no version in testing, upload to unstable as 
usual (and forget about it getting into testing before the release!).
