I wrote that comment. It is related to backporting in general, not
backports.debian.org specifically, and was written back when I still
expected Nodejs to be included in Wheezy (before the frustrating CTTE
committee ruling). Also, I forgot to take oldstable into account.
Comment is now adjusted in our git to this:
TODO: drop fallback-dependency when node-uglify is in oldstable

Correct - obviously a missing build-dependency for a backport can be
solved by also backporting the build-dependency.
The fallback build-dependency mentioned in that comment is for
supporting stricter backporting rules than those governing
backports.debian.org.
