I prefer the approach of bundling similar modules: it would help
keeping track of "fragmentation" and eventually be able to reduce all
related modules to one.

The only advantage i see in bundling by "team" is that the modules are
usually updated together inside a given team.
The big disadvantage i see is that it keeps modules separated, without
any incentive to make them converge.
