debian/libjs-moment.install contains now:

locale usr/share/javascript/moment/locale

You probably meant:

locale usr/share/javascript/moment

(Assuming you don’t want the locales in
/usr/share/javascript/moment/locale/locale since they seems looked up in
('./locale/' + name) according to the code.)

owncloud-news has been removed from the archive in the mean time, so I
don’t have a real testbed to check it further, sorry.
