Copyright holders _may_ be the authors or contributors, but not 
necessarily.

If a project does not explicitly state who holds copyright, then it 
makes sense to try guess who the copyright holders _might_ be but such 
guessork should then always be double-checked by the package maintainer 
and if used in debian/copyright then pleas additionally add in a 
Comment: field that copyright holder(s) were assumed from that weaker 
indirect information.
