[Pkg-javascript-devel] Separating libjs-jquery-mousewheel from jquery-goodies source package

Hi,

gitlab 9.5 needs node-jquery-mousewheel. I think separately maintaining
node-jquery-mousewheel and generating libjs-jquery-mousewheel binary
from that is a better approach (we can keep the dependency in
jquery-goodies) as we can update it independently of jquery-goodies if
required for gitlab.

Webpack used by gitlab should be able to find the files in nodejs path.

If there are no objections, I'd like to do it the coming days.
