Did you try to build the package with sbuild? Every time you make a
change (especially enabling tests), you have to run sbuild and lintian
so you are sure your changes are not introducing new problems.

You have not added all required build dependencies for the tests. Please
add mocha as a build dependency and run sbuild and lintian again.
