node-magic-string package is broken in 0.21.3-1 and above, and cannot even

Unfortunately Debian does not consider a regressed autopkgtest a blocker for
testing (which would be useful to help us improve the quality of the
release); but Ubuntu does, so FWIW this will block the new node-magic-string
from reaching the next Ubuntu release until fixed.
