I was following https://wiki.debian.org/Javascript/Policy

1. given a foo library, binary package must be called libjs-foo and the source package name should be called foo.js; 
[..]
5. should generate a node-foo binary package if the script is usable also for Nodejs 

Not everything javascript is tied to npm or nodejs.

If you develop your own tools you should be aware of what else exists in the world. A quick "apt-cache search" or web search on packages.debian.org would be sufficient.
