This worked for me:
sbuild -A -s -d unstable --extra-package ../node-rollup-plugin-babel_3.0.3-1_all.deb 

I have rebuilt the repo on salsa from scratch.

BTW can you delete the node-puka.old repo ?

I think I haven't got enough powers to do that
