[Pkg-javascript-devel] RFS: node-bl 1.1.2-2 to address #894927 and debci test failures

We do need node-bl which is required for tar-stream and therefore for yarnpkg.

So I have prepared a minor update that includes (besides the usual bumps) the patch suggested by Graham.

We have no stringent need to upgrade it as tar-stream requires >= 1.0.0:
