[Pkg-javascript-devel] RFC babel-minify packaging

Hi!

I have packaged some of the packages in babel-minify, these are
dependencies for meteor which I've started packaging as well.

Have a look at the packaging on the team gitlab

I have followed the Javascript policy to the best of my abilities. I
didn't know that Node had a separate policy and probably need to update
the packaging accordingly.
