You can chmod +x it in override_dh_fixperms target in rules.

I think Istanbul is already in NEW.

babel 7 needs a lot of work, it needs gulp 4 and probably more. If it can work with babel 6, that would be best. If not we should complete babel 7. Help is always welcome. Gulp 4 needs updating many of its dependencies.
