add-node-component should check if a remote tag exist before trying to 
delete it.

../node-resolve_1.12.0.orig-object-keys.tar.gz.
Deleted tag 'upstream/1.12.0' (was 7e30791)
error: unable to delete 'upstream/1.12.0': remote ref does not exist
error: failed to push some refs to 
'git at salsa.debian.org:js-team/node-resolve'
add-node-component: error: git push origin -d upstream/1.12.0
