[Pkg-javascript-devel] [RFS]node-d3-geo[1.11.9] and buster-backports[1.11.6-1]

node-d3-geo is updated to 1.11.9. It builds successfully in clean chroot
and autopkgtest.

Also, buster-backports for node-d3-geo is updated to 1.11.6-1. It also
passes the ``sbuild-bpo`` script.
