[Pkg-javascript-devel] nodejs 10 in unstable

With which javascript maintainers can
- install native js packages to /usr/share/nodejs
- install addons to /usr/lib/<arch triplet>/nodejs
- stop using dh_nodejs to build addons and instead Build-Depends
libnode-dev (instead of nodejs-dev). In that case, depending on nodejs is
not necessary (unless the addon provides some executable as well). Requires
debhelper 10 in compat 10 mode for dh_strip/shlibs to pick the *.node files.

/usr/lib/nodejs will stay for as long as needed (i suppose buster+1 is
reasonnable).

It would be nice to update javascript policy accordingly.
