I don't think this reasoning is correct. gitlab recommends gitaly with
the expectation that gitaly andd gitlab could be on different machines.
ruby-rails currently recommends packages not even in the archive
currently and it is not marked for auto removals for that.

I'd be happy to be proven wrong.
