The screenshot you sent does not show an error, it only shows a warning.
I don't know, as packaging npm for debian requires a big amount of work, and
the current priority is Buster, not doing new upstream releases.

That being said you can use yarnpkg to install a local npm and configure
your PATH to the right bin dir.
