NEW queue is same for all packages: A checkpoint for ftpmasters, with no 
promise of specific processing time and no promise of equal processing 
time across types of code.

Some JavaScript packages get cleared within hours.

Ftpmasters dislike tiny packages in general, JavaScript just 
particularly commonly practice that antipattern.

...which can maybe also explain why ftpmasters might be more reluctant 
to examine JavaScript packages: They might be more commonly painful to 
deal with, and maybe more commonly cause grumpy reactions from the 
package maintainers if rejected - even if perhaps for reasons already 
clearly communicated.

(just speculating here - I am not an ftpmaster)
