[Pkg-javascript-devel] Bug#940175: Update d3-format to new upstream version and switch to rollup for build

version: 1:1.0.2-4

There isa new upstream release 1.4.1. Since rollup is in the archive, 
we can just use thatinstead of main.mk file.

Also upstream now uses terser. noed-tape and node-d3-queue are packaged.

Since it has many major changes, I have updated it in my fork 
https://salsa.debian.org/praveen/d3-format please review and pull or if 
it is okay I can push to js-team and upload.
